Penko Gelev was born in 1968 in Assenovgrad. He studied at the High Schools of Fine Arts in Plovdiv and Sofia. Since 1990 he has worked as the design editor of several newspapers and magazines. For the children's newspaper "Venche" he wrote and drew the comic "The Wizzard of Oz" and "Ozma of Oz" after L.F. Baum and "Mowgly" after R. Kipling. For the same newspaper he first drew "Elijah and August", which was written by Sotir Gelev.

In 2013 Penko illustrated the multimedia project "The Magic Flute" and won the "Konstantin Konstantinov" National Award in the "Illustrator" category. In 2013 the book won the annual "Zlaten lav" Award of the Bulgarian Book Association. "The Magic Flute" has received the following certificates: For Thoroughly Implemented Original Project and For an Original Children's Publication Synthesizing the Various Media Opportunities. The book was also awarded the second place in the Avid Readers category for teenagers between 11 and 15 years of age in the official ceremony "Biserche vaslhebno" 2014.
